They will be able to hop around, much like free range chickens do. Some "expert" must have come to the conclusion that a happy (common) hen will lay tastier and healthier eggs. This will be a perfect excuse to raise the price of already expensive eggs, because somebody will have to go all over the hen house to round up the eggs. That takes time and time is money!

This will cause shortages and price increases. It’s not practical for most residents to raise chickens. It is a stupid law that will backfire.
