Substitute Teacher Linked to Multiple School Districts Arrested in Child Exploitation Investigation
Arrest prompts countywide notification to families and staff
SAGINAW — A substitute teacher who worked in multiple area school districts has been arrested and charged as part of an ongoing criminal investigation, officials confirmed Friday.
Jesus Gutierrez-Vazquez was arraigned on six felony charges, including three counts of possession of child sexually abusive material and three counts of committing a crime while using a computer in connection with the investigation, according to the Saginaw County Sheriff’s Department. Bond has been set at *$100,000.
In a joint letter sent to families, staff and community members, the Saginaw Intermediate School District and five neighboring districts said they were notified by law enforcement that Gutierrez-Vazquez had previously worked as a substitute teacher across the county. He was employed through Educational Staffing Solutions (ESS) — a third-party agency that provides substitute staffing and screens applicants through required background checks and fingerprinting.
It’s important to note the school distrfict failed to name the teacher in the email.
“Upon notification from law enforcement,” the letter states, “the individual was blocked within the ESS substitute system while the matter is under investigation.” District officials also emphasized that, at this time, “there is no information indicating that any students were involved.”

Multiple Districts Involved
Six school districts — including Saginaw Intermediate School District, Bridgeport-Sparadling, Carrollton, Swan Valley and Freeland — joined in issuing the advisory. The letter emphasized that the safety and well-being of students and staff remains the highest priority, and encouraged parents or guardians to contact their district superintendent or the Saginaw County Sheriff’s Office with questions or concerns.
“We appreciate your understanding and partnership as we navigate this matter with care and transparency,” the districts wrote.
Investigation Continues
The investigation into the substitute teacher’s alleged involvement with child sexually abusive material remains active. Law enforcement has not released additional details about how the case was opened or how long the alleged conduct may have occurred.
No additional charges have been announced, and school officials have not reported any direct link to students in the districts.
